About New Westminster Schools

Serving the community of New Westminster, the New Westminster School District provides high quality educational programs to over 7,000 students in a variety of learning environments.  New Westminster is in the center of Metro Vancouver between the larger communities of Burnaby, Coquitlam, Surrey, and Richmond. Despite its location the city is relatively small and has retained a strong sense of history and community. The total population is approximately 82,000 and expected to grow to 104,000 by 2041.  District schools are in general, fully subscribed, and a steady increase in student enrolment is expected over the next ten years.

THE OPPORTUNITY:

Reporting to the Director of Instruction, Secondary Programs, the Manager of Technology and Information Services (TIS) is responsible for management of the computing and telecommunications infrastructure and services appropriate to the evolving needs of the district. The Manager of Technology and Information Services will work with district leadership, staff and stakeholders in the planning, development, implementation and support of the information technology needs of the district, including providing hands on technical support within the TIS Team.

Areas of Responsibility

IT Planning and Execution

  • Works closely with district leadership in defining long term technology plan and helps execute with the technology and information systems team.
  • Works closely with stakeholders including school-based administrators to review existing services in consideration of changing district priorities and requirements.
  • Works closely with district leadership and vendors to provide cost-effective procurement to support existing and emerging applications.
  • Proposes strategy design and shifts based on rapid changes in information technology and best practices.

IT Operations and Team Management

  • Supervises, mentors and provides hands-on support the work of all technology and information services staff.
  • Works with district leadership reviews design and implementation of new systems and applications.
  • Manages the information technology and information services budget and expenditures.

Security, Risk Management, and Innovation

  • Evaluates emerging technologies to determine their relevance and potential impact on organizational success.
  • Supports privacy program management to safeguard sensitive data while maintaining compliance with evolving privacy laws.
  • Oversees security management and security operations, proactively mitigating risks, responding to threats, and maintaining system resilience.
  • Works closely with Human Resources to refine account access and management lifecycle.

IT Support, Vendor Management and Metrics

  • Works closely with district leadership in researching and implementing new educational software and technologies to support student needs.
  • Works with vendors and contractors in planning and delivering new systems, such as technical support at schools and district levels.
  • Works closely with facilities maintenance in managing and operating telecommunication and integrated systems.
  • Works closely with district purchasing office in negotiating contracts and pricing with software and hardware vendors.
  • Works closely with district leadership in defining terms and conditions for major acquisitions and renewals of software and hardware contracts.

General Qualifications

  • Good working knowledge and understanding of the following operating systems: VMWare infrastructure, general hyper visor platforms, server hardware and storage platforms, Microsoft Platforms including server operating systems, client operating systems (Windows 10/11), Entra ID, Azure based services, and 365 Platforms (exchange online, SharePoint online OneDrive, teams, power automate) etc.
  • Good understanding of LAN, WAN, and wireless networking; as well as VLAN’s and general network segmentation.
  • Good understanding of firewalls, MPLS and video monitoring systems.
  • Good working knowledge of Telephony (IP and PSTN).
  • Good working knowledge of network protocols and services.
  • Working knowledge of *nix based operating systems will be an asset.
  • Excellent written and verbal communication skills.

Specific Candidate Qualifications:

  • Bachelor’s degree or diploma in computer science or relevant equivalent education and
  • Minimum 5 years of direct relevant experience, preferably in a public sector or large complex organization.
  • Considerable experience and success with integrating new technologies and methodologies into a large organization.
  • Demonstrated leadership and planning skills

Salary:

Recruiting Range $101,360 to $114,030
